タイのジュゴンの専門家カンジャナ・アドゥンヤヌコソン博士がタイから意見書を書いてくださいました。

　カンジャナさんは、国際自然保護連合（IUCN)のジュゴンの専門家であり、海洋生物学者として世界的に活躍している方です。沖縄のジュゴンの保護にも、沖縄の人々やNGO、日本のNGOにタイでの経験を元にレクチャーをしていただいたり、知識を共有してくださるなど、長く協力してくれています。
　
　また、カンジャナさんは琉球大学の大学院で学び、博士の学位を同大学で取得しました。沖縄BDのプログラムでは在学中の2009年10月24日、沖縄BDのノレッジカフェ第1回のゲストスピーカーでお話をしてくれました。カンジャナさんはタイで子ども向けのジュゴンの本も書いています。ノレッジカフェではタイのジュゴンの現状と、カンジャナさんの書いた2冊のジュゴンの絵本についてお話してもらいました。日本、沖縄、オーストラリア、タイのジュゴンの絵本の読みくらべをしてとても楽しい時間をすごしました。



　
　カンジャナさんは帰国してからもウェブなどの情報から沖縄のジュゴンの様子や、私たちの活動を見てくれており、ずっと交流が続いていました。何か辺野古にできることがあったらいってね、という申し出があり、意見書のお願いをしたのです。

私、カンジャナ・アドゥンヤヌコソンは、タイ国タイ湾上湾海洋・沿岸資源研究・開発センターの上級海洋生物学者、およびディレクターとして勤務しています。また、私は、IUCN（国際自然保護連合）のジュゴンの専門家グループのメンバーでもあります。私は、沖縄のジュゴン保護に関する問題を10年以上追い続け、日本のNGOに、ジュゴンと、ジュゴンの保全に関する貴重な情報を提供してきました。私はまた、沖縄や、日本本土でジュゴンと生息地の保全に関する講義も行ってきました。

私はジュゴンと海草の調査をタイで20年以上行い、ジュゴンや生息地の論文や書籍（子供向けの本を含む）を出版してきました。私の研究の初期には、タイにはほとんどジュゴンが存在していないと考えられていました。しかし、集中的な調査を実施してみると、タイのアンダマン海沿岸で100頭以上のジュゴンを発見することができました。

近年の沖縄防衛局の沖縄の海での調査では、ジュゴンは3頭しか、発見されていません。しかし、もし政府がより多くの予算と時間を費やし、適切な方法でジュゴンの集中的な調査をすれば、予想よりも多くのジュゴンが見つかるかもしれないと考えます。なぜなら、ジュゴンの餌である海草は、沖縄本島と周辺の島々に、豊富にあります。最近、NGOはジュゴンの食み跡を辺野古/大浦湾で発見しました。これは、辺野古・大浦湾地域を数年間利用していなかったジュゴンやウミガメが、この海域に戻り採餌していることを示しています。

人間は、いつも自分たちの必要を満たすために、動植物を含む自然を破壊してきました。私たちの大半は、他の生物もまた、自分たちの生息地に生きる権利を持ち、生物がみな、生態系において重要な役割を果たしていることを認識していません。ジュゴンは、その存在が海洋生態系の健全さ、生産性の高さを示す鍵となる種の一つです。タイでは、豊富な海草藻場/域がありますが、ジュゴンとウミガメは海草のある限られたエリアでのみ発見されるのです。ゆえに、辺野古/大浦湾は沖縄の海においてジュゴンが採餌する、残された数少ない「ホットスポット」の一つであるという可能性を考慮することが重要です。

タイで、ジュゴンや他の絶滅危惧種の海洋動物の保全に献身してきた科学者として、もし沖縄のジュゴンの残された生息地が埋め立てられてしまったら、大変悲しいことだと考えます。非常におだやかで、敵から身を守る術を持たない「ジュゴン」のような弱い動物に、誰が正義を与えるというのでしょうか。私たちは自分たちの決断を悔いを残すものにしてはなりません。私たちの決断は、次世代に非難されるものであってはなりません。沖縄県知事と日本政府には、辺野古/大浦湾の埋め立て計画を見直すよう要請いたします。

Okinawa Governor Hirokazu Nakaima

I, Kanjana Adulyanukosol, work as Senior marine biologist and Director of Marine and Coastal Resources Research and Development Center, the Upper Gulf of Thailand. I am also a member of the IUCN expert group on dugongs. I have been following the issues of dugong conservation in Okinawa for about 10 years and have provided valuable information on dugongs and their conservation for NGOs in Japan. I have also given lectures on the conservation of dugongs and their habitats in Okinawa and mainland Japan.

I have conducted research on dugongs and seagrass in Thailand for about 20 years and have published articles and books (including children’s books) on the conservation of dugongs and their habitats. In the earlier stage of my research, it seemed that there were very few dugongs in Thailand. However, after conducting intensive surveys, we found more than one hundred dugongs along the coast of Andaman Sea in Thailand.

The Okinawa Defense Bureaus’ surveys in Okinawa waters have found only 3 dugongs in recent years. I assume, however, if the government invests more budget and time for intensive surveys with appropriate methodology on dugongs for a couple of years, it might find more dugongs than we have expected. This is because, seagrasse, dugongs’ food, is abundant around Okinawa Island and nearby islands. Recently, NGOs found some dugong feeding trails, along Cape Henoko and Oura Bay. This indicates that, after several years of not using the area of Henoko/Oura Bay, the dugongs and sea turtles are returning and foraging in the area.

Human beings have been destroying the nature, including flora and fauna, to satisfy our needs. Most of us do not realize that other creatures also have the right to live in their own habitats and that they all play important roles in the ecosystem. Dugongs are one of the key species whose presence shows that the marine ecosystem is very healthy and productive. In Thailand, there are several rich seagrass beds/areas, but dugongs and sea turtles are found only in some seagrass areas. Thus, it is important to consider the possibility that Cape Henoko and Oura Bay may be one of the few remaining “hot spots” for the dugongs in Okinawa’s waters.

As a scientist who have devoted to the conservation of dugongs and other endangered marine animals in Thailand, I would be very sorrowful if this important habitat for the Okinawan dugong is reclaimed. Who would give justice to such a poor animal as the “dugong” who are very tame and have nothing to protect themselves from their enemies? We should not be regretful about our decisions. We should not have the next generations blaming us about our decisions. I would like to request Okinawa Governor and the Japanese government to reconsider the reclamation plan of Henoko and Oura Bay.
